What you'll do:

As a Talent Development, you will play an integral part in shaping the organisation’s approach to employee growth by developing robust frameworks for technical training completion, certification rates, skill gap closure, onboarding efficiency, compliance training timeliness, internal trainer utilisation, annual learning hours per employee, leadership pipeline readiness, employee development plan coverage, and more. Your day-to-day responsibilities will involve collaborating with cross-functional teams—including plant managers, QA/QC specialists, HSE professionals, operations staff, and HR partners—to ensure that all learning interventions are relevant, impactful, and aligned with business priorities. You will leverage your expertise in instructional design to create engaging content that resonates with adult learners while utilising advanced LMS platforms to monitor progress against key performance indicators. By fostering open communication channels between stakeholders at all levels of the organisation, you will help build consensus around shared goals for talent development. Your ability to evaluate training effectiveness through data-driven analysis will enable you to demonstrate return on investment for all initiatives undertaken. Ultimately, your efforts will contribute directly to building a resilient workforce capable of adapting to technological advancements such as digitalisation or automation while maintaining compliance with regulatory standards.

  • Conduct thorough skills gap analyses and comprehensive learning needs assessments across multiple departments to identify current capabilities and future requirements.
  • Design engaging and effective learning programmes using a blend of e-learning modules, interactive workshops, and blended learning solutions tailored to diverse audiences.
  • Manage Learning Management Systems (LMS), ensuring seamless administration of training content while tracking participation rates, completion statistics, and overall training effectiveness.
  • Support talent reviews by providing insights into workforce capabilities, facilitating succession planning processes, and driving leadership development initiatives that prepare high-potential employees for advancement.
  • Work collaboratively with HR Business Partners (HRBPs) and senior business leaders to ensure all learning activities are strategically aligned with organisational objectives.
  • Evaluate training outcomes by analysing performance data, gathering feedback from participants, and making recommendations for continuous improvement based on measurable results.
  • Stay up-to-date with emerging trends in adult learning principles, digital learning technologies, and industry best practices to enhance programme relevance and impact.
  • Promote a culture of ongoing professional growth by encouraging employees at all levels to participate in career development activities and maintain active Individual Development Plans (IDPs).

  • Bachelor’s degree in Human Resources Management, Psychology, Education or a related field is required as foundational preparation for this position.
  • Demonstrated experience conducting skills gap analyses and leading comprehensive learning needs assessments across various functional areas within an industrial or manufacturing environment.
  • Proficiency in designing technical training programmes—particularly those focused on safety protocols—and delivering blended learning solutions including e-learning modules using tools such as Articulate or Captivate.
  • Hands-on experience managing Learning Management Systems (LMS), preferably SAP SuccessFactors or similar platforms; ability to track training metrics effectively.
  • Familiarity with regulatory frameworks such as API 5CT/ASME/ISO/OSHA/SKK Migas as well as local labour law compliance requirements relevant to technical industries.
  • Expertise in competency mapping methodologies; proven track record building role-based technical competency matrices that support targeted upskilling initiatives.
  • Advanced skills applying evaluation models like Kirkpatrick Model or ROI analysis techniques; ability to measure post-training performance improvements using quantitative data.
  • Strong stakeholder engagement abilities; history of collaborating successfully with plant managers, QA/QC teams, HSE managers and operational leaders on joint projects.
  • Experience leading change management efforts during periods of digitalisation or organisational restructuring; capacity for coaching supervisors and mentoring internal trainers through transitions.
  • Competence creating dashboards or scorecards for reporting on compliance status or training outcomes; adept at presenting findings clearly to diverse audiences.
